AZERBAIJAN PRESENTS NEW OPPORTUNITIES TO NON-RESIDENTS

At the 3rd International Forum of the Digital Trade Hub, held in Azerbaijan on October 9, was Memorandum of Understanding on the establishment of a Public-Private Partnership Consortium between the Center for Analysis of Economic Reforms and Communications, PASHA Bank, BEST Solutions and AzerTelecom signed. This Memorandum aims to improve the use of digital services.

Now citizens of the Republic of Azerbaijan permanently residing in a foreign country, foreigners and stateless persons currently living abroad may receive electronic signatures abroad to facilitate their business relations with Azerbaijan. They can obtain electronic and mobile residence by registering at https://dth.az/index.html. This will allow them to create a company in Azerbaijan in future.

Before, in July of current year, the State Committee for Work with the Diaspora and the Center for Analysis of Economic Reforms and Communications signed a Memorandum of Understanding. The main feature of this MoU was its signing, for the first time in Azerbaijan, by electronic signature of the parties and the main purpose was provision of electronic and mobile signatures and stimulating entrepreneurial activity in Azerbaijan of our compatriots living abroad.

The “Procedure for issuing an e-signature certificate to non-residents through diplomatic missions and consulates of the Republic of Azerbaijan”, approved by the Decree of the President of the Republic of Azerbaijan dated September 12, 2017, defines some aspects in the digitalization of respective sector.

Thus, after a person completes an electronic application and wants to obtain an electronic signature, a number of government agencies play a role in ensuring the execution of his application. Among them are the Ministry of Foreign Affairs of the Republic of Azerbaijan, the Ministry of Internal Affairs, the Ministry of Taxes, the Ministry of Transport, Communications and High Technologies, the Center for Analysis of Economic Reforms and Communications, Diplomatic Representative Offices and others.

The system also allows local entrepreneurs to obtain several certificates necessary for export activities with just one request and online (by filling out the “Unified Application Form for Export”).
