AZERBAIJAN IMPROVES MANAGEMENT IN DIGITALIZATION, INNOVATION, HIGH TECHNOLOGIES AND COMMUNICATIONS
According to the Decree of the President of the Republic of Azerbaijan Ilham Aliyev dated October 11, 2021, the following decisions were taken to expand digitization and innovation, development of radio spectrum management, communication and information technologies, improvement of regulation, quality improvement, innovation, investment attractiveness and consumer protection.
1. The Ministry of Transport, Communications and High Technologies of the Republic of Azerbaijan (ARTCHTM) was renamed the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
2. The following public legal entities have been established under the Ministry of Digital Development and Transport of the Republic of Azerbaijan:
2.1. Information and Communication Technologies Agency.
This Agency is a public legal entity that regulates the registration and control of certification in the field of information and communication technologies and communications (including quality control), the regulation of interconnection between telecommunications operators, radio spectrum management.
2.2. Agency for Innovation and Digital Development.
This Agency was established through the reorganization of the National Center for Nuclear Research under the auspices of the ARTCHTM, the Innovation Agency under the ARTCHTM as a public legal entity and the High Technology Research Center under the ARTCHTM, and is the legal successor of these institutions.
The Agency for Innovation and Digital Development provides coordination, implementation (including control and regulation) of activities in the field of digital transformation, comprehensive measures in the field of high technology, nuclear science, nuclear technology and nuclear energy, scientific, scientific-technical, innovation activities and relevant testing, it is a public legal entity that conducts its experiments, assists individuals and legal entities in obtaining modern technologies and technological solutions, promotes innovation-oriented research and innovative projects (including startups), provides them with financial support and promotes innovation initiatives.
In order to exercise general management and control over the activities of these established public legal entities, a Management Board consisting of 3 (three) members - the chairman and his 2 (two) deputies shall be established. The Chairman and Deputy Chairmen of the Management Board are appointed and dismissed by the Minister of Digital Development and Transport of the Republic of Azerbaijan.
